
The Regulation Working Group has recently published two reports addressing important regulatory challenges in Europe’s energy transition.
The first report, “Supporting Potential Synergies from Increased Sector Coupling, Sector Integration and System Integration”, consolidates evidence from over 30 EU-funded projects. It highlights the shift from technical to structural and institutional barriers affecting sector integration across electricity, heating, mobility, and gas systems. Key challenges include fragmented network regulations, complex permitting procedures, and a lack of harmonised market mechanisms. The report identifies best practices, including open interoperability protocols, regulatory sandboxes, and joint planning frameworks. It proposes a policy roadmap structured around six strategic axes to unlock investment and operational synergies.
The second publication, “Report on Energy Sharing”, reviews the regulatory landscape for collective self-consumption and peer-to-peer energy sharing in 15 countries. It reflects insights from more than 20 projects involved in Action 2 since September 2023. The report highlights the diversity of national regulations, with Portugal, France, Spain, Italy, and Austria having more advanced frameworks, while others are still developing theirs. It stresses the importance of sharing good practices to support citizen-led energy initiatives. Through workshops and surveys, eight key recommendations were developed to address regulatory, financial, technical, and social barriers.
Both reports emphasise the value of collaborative knowledge-sharing within BRIDGE to accelerate regulatory innovation and the clean energy transition in Europe.
